Lavoyed Hudgins, Consultant
Serving in a consultant capacity with SRMC, Lavoyed brings his extensive experience of service in government, public and private institutions. He holds a Bachelor’s Degree in Business Administration from Liberty University in Lynchburg, Virginia and is a graduate of the F.B.I. National Academy. His law enforcement career began with the Montgomery, Alabama Police Department after a personal tragedy struck his family which led to him assisting others in need. He served in the patrol division, the traffic division as an accident investigator, and ultimately with the Internal Affairs unit as Sergeant and Deputy Commander. He was also responsible for the development of the department’s annual budget, encompassing purchasing responsibilities for both capital and non-capital items. Lavoyed subsequently served in three Alabama cities as Chief of Police/Director of Public Safety, initiating innovative and highly successful crime reduction and community outreach programs in each city. He also served as the 13th Chief of Police for the City of Clarksville, Tennessee. Shortly after his appointment, the city was struck with an EF-3 tornado which severely damaged or destroyed over 500 buildings, including police headquarters. As Chief, he was placed in charge as Incident Commander of the consolidated city response, operating out of a small police precinct of less than 1,000 square feet while directing the combined response of city, county, state and federal agencies.
Lavoyed served as the newly-established Emergency Management Assistance Compact (EMAC) coordinator for the nation, working closely with the 50 states and territories as well as the federal government on mutual aid matters. He co-authored national model mutual aid legislation and assisted in obtaining its successful and ground-breaking passage in numerous states. While working for the Governor of the Commonwealth of Kentucky, Lavoyed served as Special Assistant, coordinating the Governor’s response to constituents across the state. He also served as Executive Director of the Office of Alcoholic Beverage Control and Chairman of the Alcoholic Beverage Control Board. He was then tapped to serve as Deputy Commissioner of the Department of Public Protection, a department with responsibility for the Department of Financial Institutions, the Office of Claims and Appeals, the Department of Insurance, the Department of Housing, Buildings and Construction, the Kentucky Boxing and Wrestling Commission, the Kentucky Horse Racing Commission, the Department of Professional Licensing, the Department of Alcoholic Beverage Control, the Kentucky State Fire Marshall, and the Department of Charitable Gaming. Following his time in the governor’s office, Lavoyed spent 11 years as Director of Public Safety for Berea College in Kentucky. While there, he oversaw the expansion of security camera systems growing from 24 to 500 plus in number; access control from a limited number of residence halls to virtually every building on campus; doubled the number of emergency call boxes while replacing the existing system; and acquired funding for the installation and expansion of alarm systems, successfully reducing criminal activity on campus. He successfully implemented programs and procedures to enhance professionalism and timely response among his staff. Lavoyed has received outstanding accolades for his substantial effect on college safety and security and presence in the community of Berea during his time at Berea College.
