Frank A. Demes, MFA
Frank Demes has over 32 years of experience in security management and campus law enforcement. His campus law enforcement experience includes 26 years at the George Washington University serving at various ranks including Assistant Chief of Police, with over 20 years’ of experience managing a hybrid police and security services operation on 3 campuses, including emergency communications, police, security, contract security, transportation, and EMS. Frank conducted and oversaw internal affairs investigations for more than 17 years.
Frank also served as the inaugural Executive Director for Public Safety at Case Western Reserve University for over 7 years. In this role he unified police and security services, emergency management, business continuity, emergency communications, and volunteer student EMS. Managed resources included police officers, mobile security officers, facilities security officers, contract security officers and drivers (saferide transportation), private contractors, communications officers, volunteer student EMTs, and a campus emergency response team (CERT).
Throughout his over 32 years in higher education law enforcement, Frank has been instrumental in developing, fostering, and maintaining training programs. Throughout his career Frank provided job-related instruction to thousands of law enforcement professionals (police, security, communications). Key topics included patrol procedures, defensive tactics, bike patrol, unconscious bias, ethics, crisis intervention and de-escalation, alternatives to arrest, instructor development, customer service and custom training sessions to address specific topics of concern. He was a regular instructor at the Consortium of Universities of the Washington Metropolitan Area’s Campus Public Safety Institute or “Academy” in Washington DC as well as other institutions and venues.
