Rick Amweg, MPA, CPTED

Rick is a staff consultant. He earned a Master’s degree in Public Policy and Management and a BA in Social and Behavioral Sciences from The Ohio State University and holds both Advanced Professional Certification and Professional Development Certification from the Federal Emergency Management Agency and the Ohio Emergency Management Agency.

Rick has over 40 years of experience working in a higher education public safety/emergency management setting. He has served as the Director of Public Safety Administration and as Assistant Chief of Police with the Department of Public Safety at The Ohio State University, the Director of Campus Safety and Security for the Ohio Board of Regents, and Executive Director for the State of Ohio Center for P-20 Safety and Security.

Rick began his career at The Ohio State University and served in many public safety roles within the Department of Public Safety and Police Division, including police officer, detective, crime prevention coordinator, training coordinator, Assistant Chief of Police and Director of Public Safety Administration. During his tenure he co-authored the university’s post-9/11 emergency operations plan and developed emergency evacuation plans for each building on the Columbus campus. Rick served as the institution’s first emergency manager, prior to the university staffing the position full time.

Upon departure from OSU, he began work as the Director of Campus Safety and Security for the Ohio Board of Regents. He coordinated emergency management and preparedness for Ohio’s public and private 2-year and 4-year higher education institutions. He oversaw statewide coordination of campus safety and security initiatives, promoted and supported statewide campus safety awareness, emergency response and communications plans, and worked to ensure that safety, security, preparedness and prevention efforts are implemented on all campuses. Additionally, Rick was responsible for the development of the agency’s Continuity of Operations/Continuity of Government plan. He worked directly with the Department of Public Safety, the Attorney General’s office, the Governor’s office and other state and federal agencies to develop and maintain the agency’s COOP/COG plan.

Rick was asked to develop Ohio’s Center for P-20 Safety and Security and serve as its first Executive Director. In that role, he rewrote Ohio law concerning school safety plan requirements and was responsible for overseeing the development and filing of nearly 5,000 school safety plans for public and private schools throughout the state.

Rick is certified as an Ohio peace officer and is a member of the International Association of Campus Law Enforcement Administrators and the International Association of Emergency Managers. He served on the Ohio Homeland Security Advisory Council and the Ohio Peace Officer Training Commission.
